DBM has established its office in Taiwan since August 2006 by licensing to Intelligent Manpower Corp. (IMC), a well-established local consulting firm – the only one in Taiwan with the specialty of outplacement service to help organizations tide over the retrenchment, re-engineering period as well as individuals managing their career path in transition period.
In view of the abundant data base of the retired professionals especially of HR specialty accumulated by its local partner during past 15 years, DBM Taiwan is well prepared to assign these experienced business veterans to provide organizations with solutions on outplacement, retirement services, employee on-boarding and role-change support and individuals with career management through executive coaching, change management programs, and career transition services.
DBM Taiwan provides the above services to multinational as well as local corporations in various industries such as financial institutions, high-technology, manufacturing plants, FMCG, pharmaceutical companies.

William Liu, President of DBM Taiwan, also the owner of its partner IMC, is responsible for the overall operations of DBM Taiwan’s consulting services.
In 1974, he commenced his career as an Assistant Research Chemist in the Plastics Laboratory of the Industrial Technology Research Institute in Taiwan. He then became a Sales Engineer with Taiwan Rainbow, providing technical service for plastics-processing Equipment made by Venus Products of the U.S., before becoming Manager of Chemical and Metal Department with Dow Chemical.
In 1982 he became Manager – Far East Operations with Slush Puppie Corporation of the U.S., but based in Taiwan and responsible for the whole East Asia region. And in 1985 he became Vice President – U.S. Operations with China General Plastics Corporation, the second largest plastics company in Taiwan, based in New York, where he resided for three years.
In 1988 he returned to Taiwan to become President of Harvester International Trading, the largest local supplier of commercial refrigeration equipment. He later established a bi-weekly employment magazine, Job Express, which had wide circulation throughout Taiwan, before becoming Founder and President of Intelligent Manpower in 1994, one of the largest and fastest growing HR consulting service companies in Taiwan to provide executive search, temp staffing, payroll and outplacement services to the clients. Starting from August 2007, IMC became the partner of DBM in Taiwan by utilizing its 90+ full time employees in 8 offices in Taiwan and China to serve esteemed local as well as multinational clients.
William holds a B.S. degree in Chemistry from National Cheng Kung University in Taiwan and a Master Degree in International Management from the American Graduate School of International Management, Thunderbird Campus, Glendale, Arizona, USA.
